Veterans Groups Challenge Legality of VA Form 21-0958

Veterans groups presented oral arguments to the United States Court of Appeals for the Federal Circuit. The American Legion, the National Organization of Veterans' Advocates (NOVA), and the Veterans Justice Group explained to the Court why and how VA's March 24, 2015 imposition of mandatory use of Form 21-0958 for NODs is illegal.
